New regulations and legal obligations continue to reshape the art market, creating increasing challenges and uncertainty for both art professionals and collectors. The National Union of Art Dealers (SNA), together with other professional associations, plays a vital advocacy role by engaging with public authorities to ensure that France remains a leading force in the European art market.
Through an unprecedented alliance of professional organizations, the SNA successfully worked with government officials on the issue of import VAT. As a result, policymakers rejected the proposed European directive that would have increased the import tax rate from 5.5% to 20%, preserving a more favorable framework for the sector.
While this represents a significant achievement, new challenges lie ahead. The implementation of the European Regulation on the introduction and import of cultural goods is expected to have a major impact on the art market, particularly for non-European antiquities and archaeological objects, as well as works from Asia, Africa, Oceania, and South America. The SNA remains committed to working with stakeholders to seek more balanced implementation measures.
Through these efforts, the SNA supports not only art dealers and gallery owners but also collectors and art enthusiasts, who are directly or indirectly affected by these evolving regulations.
The SNA's ethical code is founded on three core values: authenticity, quality, and integrity. These principles are reflected in every member gallery, whether exhibiting at leading international art fairs or welcoming visitors into their own spaces.
